About Us:

The Study Committee on Investor-Owned Water and Wastewater Utility Systems (the Committee) was created by the 2012 Legislature and is found in Chapter 2012-187, Laws of Florida.  The Committee’s purpose is to identify issues of concern to investor-owned water and wastewater systems (particularly small systems) and their customers, and to research possible solutions.  A report must be submitted to the Governor, the President of the Senate, and the Speaker of the House of Representatives by February 15, 2013, detailing the Committee’s findings and recommendations.

The Committee is comprised of eighteen members, three non-voting members and fifteen voting members and is chaired by the Public Service Commission Chairman’s designee.  The Chairman of the Committee is a non-voting member, as are the Public Counsel and the Secretary of the Department of Environmental Protection’s designee. 

Voting members of the Committee include one Senator and one Representative appointed by the Senate President and the House Speaker.  The remaining thirteen voting members are appointed by the Governor including four representatives of investor-owned water or wastewater utilities, two customers of investor-owned water or wastewater utilities, and one representative each from the water management districts, the Florida Section of the American Water Works Association, the Florida Rural Water Association, the county health departments, a water or wastewater system owned by a municipal or county government, the chair of a county commission that regulates investor-owned utilities, and a governmental authority created pursuant to Chapter 163, Florida Statutes, which allows multiple local governmental units to jointly own and manage water or wastewater utility systems.
